According to Abdul Rahman, the opposition parties intentionally played up the oil royalty purely for political reasons but they failed to touch on the mechanics of implementation even though they had been asked several times to do so.
He said the opposition was supposed to provide the mechanism for the payment of the additional royalty of RM12.5 billion a year to Sabah, Sarawak and Terengganu if it was increased from the present five percent to 20%, and not just stop at making the demand for the 20% increase.
Abdul Rahman also asked if the oil royalty was increased, would the state governments, especially those led by the opposition parties, be willing to accept a smaller development allocation from the Federal Government?
What was important, Abdul Rahman said, was the commitment of the present-day Federal Government in providing a large development allocation to Sabah every year and not be too focused on the oil royalty.

Sebab itulah rakyat Sabah hari ini mendesak supaya royalti minyak dinaikkan.. kerana kerajaan BN telah gagal melaksanakan pembangunan di negeri ini selama 50 tahun.. Apa yang boleh dibanggakan dengan pembangunan kerajaan BN di Sabah? masalah bekalan elektrik dan air masih berlaku, jalanraya tidak pernah sempurna, kemiskinan adalah yang tertinggi di Malaysia,... Datuk Abdul Rahman mungkin tidak ada masalah dengan kesukaran hidup di Sabah kerana beliau adalah Menteri, bukannya rakyat biasa..
Mengenai implikasi apabila royalti dinaikkan, kononnya peruntukkan pembangunan akan berkurangan kepada negeri Sabah, bagaimana pula dengan Brunei dan Singapura?.. Negara kaya seperti Brunei dan Singapura tidak perlu bergabung dengan Malaysia, tidak perlu menyerahkan minyak kepada kerajaan umno/BN dan tidak perlu memohon peruntukkan sesen pun dari kerajaan umno/BN.. namun begitu, kedua-dua negara jiran ini tetap kaya mengatasi Malaysia..
Hanya Datuk Abdul Rahman sahaja yang bertungkus-lumus mahu memastikan supaya rakyat Sabah terus mengemis dan meminta sedekah dari kerajaan Persekutuan sedangkan Sabah berhak untuk dapat lebih daripada 20% royalti minyak..
